CONCERNED WITH AMERICA'S YOUNG PEOPLE Organized Youthpower, a nonprofit organization to find employment for youth. Appointed by President Nixon as delegate
to the White House Conference on Youth. Served as member, White House Task Force on Employment and Economy on Youth. Chairman, Operation 4000,
a nonprofit organization that was created by Winter to provide increased job training and job placements for Milwaukee youth
(18-24) with heavy emphasis on the placement of minority youth. Started in 1979, the organization was engaged in numerous
programs to provide training and orientation so that Milwaukee youth could be better equipped to handle interviews and succeed
on the jobs that were offered to them. In 2006, Winter recreated Operation 4000 under the name of Youthpower which provided
free job placement services to youth today. In addition, the Elmer Winter Career Center offered free job placement assistance
to adults. Both programs have ended. Recently completed a program which provided 1,000 refurbished computers to Milwaukee Central
City Public Schools. The Elmer & Nannette Winter Family Foundation contributed half of the cost … the receiving
school paid half of the cost. This was a program that was initiated by the State of Wisconsin. Winter also developed
a program to decrease the number of dropouts in the Milwaukee Central City High Schools. He undertook a program
to increase the interest of Milwaukee companies in providing assistance to the 95,000 Central City students to aid them to
obtain a proper education that enabled them to go on to college or to enter the work force.
